E-PIA: Failed to start the Java Virtual Machine...PCPC:199 Error Received at Login When Using Navigator (Doc ID 2636090.1)

Symptoms

After applying the latest Java Jan2020 patch on HCM 9.2 with PT 8.56.06, the following error occurs at login when Fluid is disabled and an old unexpected Portal Template like SWAN and the old breadcrumb navigation is used:
