Symptoms

On the forgotten password page in CG, there is a portion of the label that is not read to the user that is critical to understand purpose. The label of the field read to the user is Secret Question.
Unless the user read the previous heading they would never know this is a secret questions for a forgotten password. Therefore the label alone does not give enough content as to purpose.

When password controls have been enabled in CG, instructions appear on various pages in CG where the user should specify a password. These instructions describe what the requirements are for the password. These instructions should be read to the user.

The expectation is that the password requirements to be associated with the password field, and thus announced when entering the password field while using a screen reader.
Forgot User Name: The expectation is that the user name recovery instructions to be associated with a form field, and thus announced while using a screen reader.
Forgot Password: The expectation is that the password recovery instructions to be associated with a form element, and thus announced while using a screen reader.
Also, the expectation is that the secret question as the label or associated with the Answer field, and thus announced when entering that field while using a screen reader.
