EPY: TAX103 SQR - IRS 2020 Changes (Doc ID 2636623.1)

The TAX103 SQR needs a complete change for the new tax year 2020 W-4.

In the system, it sets an employee who has not returned a new form to Single/0 if you've never had anything but a "Maintain Taxable Gross" row, and otherwise it sets you to your last non-Maintain Taxable Gross row.

Now, with the new W-4, the IRS appears to say that anyone who has not returned a form should be set to:

Form 2020 or Later
0s for Steps 2, 3, 4

The issue can be reproduced at will with the following steps:
1. Find an employee that has an early row (ie. 2018) that has None as the tax status and is Married with 2 allowances
2. Insert a row for 01/01/2019 on the Federal Tax Data that has "Maintain Taxable Gross" and is "Single"
3. Run the TAX103 for the effective date of 02/15/2020 to see what populates in the Federal Tax Data based on the IRS is saying that the allowances need to be reset to 0 and Single.
