Symptoms

When running the PSPPFUND, it is not processing one paygroup due to "Off-Cycle Calcs Outstanding" is checked on the Pay Calendar.


The issue can be reproduced at will with the following steps:
1. Add an off-cycle paysheet
2. Run a payroll calculation
3. Go back and deselect the "OK to Pay"
4. Run the PSPPFUND process
