EPY: Retro Pay Program PSPRPEXT Is Calculating Zero Earnings Hours (Doc ID 2636695.1)

Symptoms

The retro pay calculation program (PSPRPEXT) is defaulting Earnings Hours to zero which does not match the actual earnings hours displayed on "Review Paycheque" page. Retro Pay program PSPRPEXT is calculating zero Earnings Hours.

The issue can be reproduced at will with the following steps:
1. Run payroll
2. Add retro change
3. Calculate retro and review results.
