EAP: Payment Archive Performance Issue

Symptoms
Went live on 07/01/2010. Payment Archiving is having a performance issue when running with a Payment Date less than 06/30/2011. Payment Archiving does not complete even though it should only be pulling a year worth of data.
STEPS
1. Navigate to PeopleTools > Data Archive Manager > Archive Data To History
2. Run Control ID has the following setup:
Archive Template = AP_PYMNT
Process Type = Selection
Selective Query = AP_ARCHIVE_PYMNT_ALL
Commit Processing = Set-Based Processing
As of Date 06/30/2011
3. Run PSARCHIVE
