Symptoms
All XML/BI Publisher reports, schemas, and templates go to Error.
The issue is instance-specific.
The issue can be reproduced at will with the following steps:
1. Login as any user
2. Go to Employee Self Service Homepage > Payroll > Paychecks > click any paycheck row
2. Screen spins and no PDF is generated
3. Go to ReportingTools > BI Publisher > Report Definition > Search and open XRFWIN > click on Data Schema
4. Error is returned in a popup "Error downloading file from database..."
