Symptoms
Issue:
Announcements page is not showing the NavBar icon on the fluid header.
Steps:
The issue can be reproduced at will with the following steps:
1. Navigate to MSS Fluid home page > Click on the Announcements tile
2. Fluid header doesn't show the NavBar icon.
