HR_TRANSACTION_SAVED_SINGLE_EE Email Sent When Approvals Are Enabled for GSS Transfer Transaction

When a Guided Self Service transaction does not require an approval process, allows database updates, and the job is not controlled by position management, the HR_TRANSACTION_SAVED_SINGLE_EE notification is sent when the transaction is saved successfully to the database.
However, this notification is still sent for HR_TRANSFER_PAY transaction even though Approvals are required.
The HR_TRANSACTION_SAVED_SINGLE_EE notification should not be sent since Approvals are enabled for the GSS Transfer Employee transaction.
The issue can be reproduced at will with the following steps:
1. Submit Transfer transaction (Navigation : Manager Self Service > My Team Actions > Transfer)
2. After transaction is approved, note changes are automatically saved to the Database and Job Data is updated
3. Note originator receives notification that transaction is saved
