E-DPK: Wrong Number [0] of Zip Files Found for Oracle Server Database DPK (Doc ID 2638093.1)

Symptoms

When PeopleTools 8.57.09 is deployed using psft-dpk-setup.bat, it errors with the following.

C:\Users\Administrator\Downloads\PeopleTools\setup>psft-dpk-setup.bat

Validating the Oracle Server Database DPK: [FAILED]

Wrong number [0] of zip files found for Oracle Server Database DPK.
Please download the required number [1] of zip files from My Oracle
Support into the folder C:\Users\Administrator\Downloads\PeopleTools and rerun the script.


The issue can be reproduced at will with the following steps:
1. Run psft-dpk-setup.bat
2. Get to step Validating the Oracle Server Database DPK
3. Observe [FAILED]
