GSS Position Update Doesn't Update Fluid Position Table

Symptoms
Customer reports that the approval status on Position Data E is displaying "In Approval Process" even though the MSS transaction status shows Success and the approval status shows Approved.
The issue can be reproduced at will with the following steps:
1. Change the location of an employee
2. Approve the change
3. View the position via Workforce Administration>Manage Positions and note that it shows as 'In Approval Process' instead of 'Success'
