Symptoms
When running the self-update process on Cloud Manager 10 (CM) through Manage Updates, it fails on Step 9: Update files on Cloud Manager Target.
STEPS

The issue can be reproduced at will with the following steps:
- Provision a new CM 10 instance.
- Go to Cloud Manager Settings tile, then select Manage Updates.
- Click Apply to initiate Cloud Manager Update.
