PE: APT Request Ends With No Success When Phase Is Used In Program Format (Doc ID 2640614.1)

When attempting to activate the a planning node that has a parent node that is not the program, the following error occurs:


APT item being added already exists in thestudent's APT (14731,306)"

The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Program Enrollment > APT Request.
2. Run the process using the Create selected Plan Nodes option and select a planning node lower than PRG or program.
3. Student will error if they already have active nodes.
