E-PC: System Variable %ClientTimeZone Shows Incorrect Data (Doc ID 2640727.1)

Symptoms

User has not specified the current timezone in Personalizations, and across the system and in Local Timezone the value is set to EST. Yet, system variable %ClientTimeZone keeps defaulting to PST.


The issue can be reproduced at will with the following steps:
1. Update the Regional Setting to EST in the database
2. Use PeopleCode to check the value of %ClientTimeZone afterward
