EEX9.2: Why Expenses are Getting Saved in Fluid without Lines? (Doc ID 2641831.1)

Why when adding new expense in Fluid, it auto saves even though users are not adding even a single line? 

When clicking on “Create Expense Report“ fluid tile from the Home Page and enter the General Information details and then click “Add Expense”, the Expense Report ID is generated without adding an expense line, report being created with $0.
