Waitlist Issue With Service Indicator - Student Enrolled with Negative Service Indicators (Doc ID 2642607.1)

Symptoms



When a student is on a waitlist and then has a negative service indicator assigned to them for enroll, when the waitlist process is run, the student still is enrolled in the class.


The issue can be reproduced at will with the following steps:
1. A student puts himself onto a Wait List for a class (at the time the student does not have any negative Service Indicators)
2. but then afterwards a negative Service Indicator is placed onto the student's record. The negative Service Indicator has an impact of CENR which
should prevent all enrollment activity.
3. Then a space opens up in the class and the batch Wait List process is run. The process erroneously Enrolls the student in the class.
