Waitlist Process is Enrolling Students With Negative Service Indicators that Should Block the Enrollment Action

Symptoms
When a student is already on a waitlist and then has a negative service indicator assigned to stop enrollment, then the waitlist process is run, the student is enrolled in the class, instead of being stopped based on the service indicator.
In at least one case, the issue has been seen even after applying the bug fix intended to resolve the issue (see next two sections in the document).
The issue can be reproduced at will with the following steps:
- Identify or put student, without any negative service indicators, on Wait List for a class.
- Assign the student a negative Service Indicator, with impact of CENR which should prevent all enrollment activity.
- Open a space in the class, run the batch Wait List process, and note the process enrolls the student in the class.
