PAYABLE_STATUS not updating after supervisor approval

We have a situation where managers are approving time and then the payable_status on tl_payable_time is not getting updated to 'AP'. The managers are approving time from fluid as well as the payable time pagelet.

This issue is affecting many transactions.

Our work around so far is to reset the ECD to the beginning of the pay period and then rerun TA. This seems to work and the manager can approve time via the payable time pagelet or thru fluid.



STEPS

The issue can be reproduced at will with the following steps:
1. Managers approve time from fluid and payable time pagelet.
2. Some of the transactions are not getting approved
