Purchase order is generated with zero price when the item is not "Amount only" item

The issue can be reproduced at will with the following steps:
1. Navigate : Set up Financials / Supply Chain > Install > Install Options
Enable commitment control for Purchasing
2. Navigate : Setup Financials > Supply Chain > Common Definitions > Market Rates > Market Rates
Check the conversion between USD – CAD (5)
3. Navigate : Setup Financials/Supply Chain > Business Unit Related > Purchasing > Purchasing Definition
Business Unit US001 : USD Currency
Enable multicurrency for Requisition and Purchase Order
4. Navigate : Setup Financials/Supply Chain > Procurement Related > Procurement Options > Purchasing > Requester Setup
Requester (VP1): CAD Currency
5. Navigate : Suppliers > Supplier Information > Add/Update > Supplier > Location > Procurement >
Supplier : SCM0000001
Currency Options : Default from Higher Level
6. Create Requisition for Business Unit US001
7. Add Three items
8. Select line details of third line item
9. Check Amount Only
10. Click Yes
11. Save and Submit
12. Do Budget Check
13. Navigate : eProcurement > Buyer Center > Quick Source Requisitions
14. Check Budget Check in Sourcing Options page
16. Navigate : eProcurement > Buyer Center > Procurement Processes > Buyer Workbench
17. Search Requisition
18. Click PO ID
Issue 1 : Total amount is not the sum of the three items (40 USD)
Issue 2 : The merchandise amount of Non-Amount only item is zero
Issue 3 : Encumbrance Balance is not correct
