EPY: What is Causing Error "Actuals Distribution did not complete successfully. Please check Payroll Messages and Cobol trace. (1502,594)"?

Information in this document applies to any platform.
In 9.1, Some employees' payable status on the payable time is not being set to Distributed after the Pull Cost / Actual Distribution runs. This is happening for Employees terminating in the middle of a pay period when employee is terminated after loading time to payroll & when the final check is produced.
* An Employee reports time for Jan 1st to Jan 14th week. Payable time generated.
* Load Payable Time From Time and Labor to Paylines and run Pay calculation.
The XREF number from TL and Pay Req number from Payroll for North America are created.
* The Employee is now terminated mid pay period and a Manual final check process is created.
* The Final check is processed and confirmed.
Now the Final Check process removes all the data and inserts new TL data, creating new XREF numbers and Pay Req Numbers.
* Run TL extract process
This should be updating the Payable status to DL or PD and amounts should be distributed.
This is not occurring.
The Error message that appears:
"Actuals Distribution did not complete successfully. Please check Payroll Messages and Cobol trace. (1502,594)".
