Deleted Attachments for Name Change Transaction (Doc ID 2644927.1)

Qn1:Where are deleted attachments stored for Name Change?

When a user requests a Name Change and permissions exist to Delete Attachment but not Delete from Database, is there a way for an Admin to review the 'deleted' document somewhere in case of an audit?

User: Submits a name change with supporting documentation (Main Menu > Self Service > Personal Details > Name Change)
Approver: Approves name change
User: Goes back into Personal Details and deletes the attachment. It still shows in the list but is not able to be reviewed
Approver: Can also see attachment was part of the transaction, but it cannot be reviewed

Qn2:Could you clarify if the 30k for the FILE_DATA field is the actual file size limit in subrecord FILE_ATTDET_SBR? Or is that a reference to something else?
