E-NV: Nvision Recurrence with Email Template Adds Semicolon Character to RQST_TEXT Field

When scheduling NVSRUN through the Process Scheduler via nVision report request to email on a recurrence, a ";" semicolon character is prepended to the value on PSPRCSRQSTTEXT.RQST_TEXT. This happens each time it recurs and a new semicolon is added. Once the total character length of the RQST_TEXT field reaches 189, then the process instance will no longer post to the report repository. The posting status in the Process monitor remains N/A. If not fixed, then once the MAX API limit is reached, the process scheduler will begin to queue processes.
The issue can be reproduced with the following steps:
1. Schedule an nVision report on a recurrence to email using the email template
2. Observe issue over time with each new recurrence until issue affects all processing
