Denial Comments are not Going in both Emails When User Denies from the Main Page (Doc ID 2647355.1)

Symptoms

Issue: Denial Comments are not going in both emails when you Deny from the Main Page

Steps to Reproduce the Issue
1) Navigation: Supplier portal > Main Menu > Suppliers > Supplier Change Request > Initiate Supplier Change 
    Submit a Supplier change request. Take note of the comments.
2)Navigate to Manage Request Approval page. Select the Request ID and then deny it.
3)Populate the following information. Take note of the comment.
4) Received two emails and it contain different denial comments.
1st Email: This email contains the comments upon denying the change request
2nd Email: This email contains the comments indicated in change request before submission.

Actual Results
Denial Comments are not going in both emails notification when you Deny the Supplier change request from the Manage Approval request page.
