The Undo-Cancel Option is not Available in the Actions List for Canceled Requisitions (Doc ID 2648998.1)

Symptoms

The undo-cancel option is not available in the Actions list for canceled requisitions

The issue can be reproduced at will with the following steps:
1. Navigate : Setup Financials/Supply Chain > Common Definition > User Preference > Define User Preferences > VP1
2. Enable Reopen option
3. Create requisition with an item
4. Submit (Requisition #182 created)
5. Go to My Requisitions
6. Select requisition #182
7. Click cancel requisition
8. Click Yes
9. Go back to My Requisitions
10. Click Related actions of Requisition #182
Issue : Undo-Cancel is not there
