E-PIA: Performance Issue with EProcurement Tile (Doc ID 2649069.1)

Symptoms

Users do not get any result or the response is very slow on "create requisition".

Application Server Log:

Below is the error from application server logs.

The issue can be reproduced at will with the following steps:
1. Log into the application
2. Navogate to Home Page --> eprocurement tile --> create requisition tile
3. Click on any link in create requisition page not getting any result and becoming very slow.
