Symptoms

Cost Accounting Process (CM_CSTACCTG) is Liquidating Requisition Quantities instead of Stocking Quantities 

Setup :
1. Navigate : Setup Financials/Supply Chain > Business Unit Related > Inventory > Inventory Definition
Use Inventory BU US011 since it points to GL Business Unit US005.
2. Navigate : Setup Financials/Supply Chain > Product Related > Cost Accounting > Transaction Accounting Rules
Add Accounting Rules for Transaction Group 030 in Inventory BU US011.
DR Account = 500000
CR Account = 132010
3. Navigate : Setup Financials/Supply Chain > Install > Install Options
Enabled Commitment Control for Inventory and purchasing
4. Navigate : Setup Financials/Supply Chain > Business Unit Related > Purchasing > Purchasing Definition
Set default Liquidate Method to Quantity
5. Navigate : Setup Financials/Supply Chain > Business Unit Related > General Ledger > Ledgers for a unit
Enabled Commitment Control for GL Business Unit US005.
6. Navigate : Commitment Control > Define Control Budgets > Budget Definitions
Budget definition for CC_ORG.
Note that the Department is NOT required.
7. Navigate : Commitment Control > Review Budget Activities > Budgets Overview
Budget overview
US005
Account : 500000
Dept : 14000
8. Navigate : Items >Define Items and Attributes > Define Item
Create a new Item.
Enter Standard price in Purchasing Attributes page
Enter Item Supplier
Add EA (Conversion Rate : 1; Default Stocking UOM) and B25 (Conversion Rate : 25; Default Req UOM) in Unit of Measure page
9. Navigate : Items : Define Items and Attributes > Define Business Unit Item
Add the Item to Inventory Business Unit US011.

Transaction :
Note : Transaction Created on 06-Jan-2020
10. Navigate : Inventory > Putaway stock > Express Putaway Express Putaway for a quantity of 1000000 in Inventory Business Unit US011.
11. Navigate : Inventory > Manage Inventory < Analyze Inventory > Review Transaction Inventory
12. Create requisition with 4 qty (UOM  : B25 )
13. Save & Do Budget Check
14. Run the Query and check the kk_quantity,liquidate_method
select kk_quantity,liquidate_method,a.* from ps_kk_liquidation a where kk_tran_dt='06-Jan-2020';

15. Budget Review
16. Run Auto Sourcing or Requisition Selection (Source from Inventory)
17. Run Build Inventory Demand
18. Run Reserve process
19. Run Release to Depletion process
20. Navigate : Inventory > Manage Inventory < Analyze Inventory > Review Transaction Inventory
 4 * 25 = 100 which is correct
21. Navigate : Costs Accounting > Inventory and Mfg Accounting > Create Accounting Entries > Cost Accounting Creation
Run CM_CSTACCTG process
22. Navigate : Costs Accounting > Inventory and Mfg Accounting > Review Accounting Lines > Accounting Entries
Accounting entries are created for transaction group 030
23. Run the Query
select kk_quantity,liquidate_method,a.* from ps_kk_liquidation a where kk_tran_dt='06-Jan-2020';
Issue : KK_Quantity is not updated as zero
