Symptoms
When running the Create ACA XML Process, the process runs to success but the following error occurs when attempting to open the ACA95C19_SM.pdf from the Report Manager.

Make sure the web address is correct
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the Create ACA XML Files process (Navigation: Benefits> ACA Annual Processing> Transmittal and Forms> Create ACA XML Files)
2. Click on Report Manager> Administration
3. Attempt to open the ACA95C19_SM.pdf
4. Error Occurs
