Error on Upload of ACA XML Files to IRS: [TPE1130] Error with Test File Code of Manifest File

Symptoms
When the Affordable Care act (ACA) XML files were uploaded to the IRS, the IRS rejected them with the following error:

[TPE1130] Our system has detected an error with the Test File Code of your Manifest file. Please check the file and try again.
Please note that the Test File Code value of 'T' is is used for AATS transmissions and the Test File Code value of 'P' is used for
transmissions intended for IRS compliance processing.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create ACA XML Files (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
2. Upload the files to the IRS web site.
