E-PRCS: Processes Going To Queue and Error "Could not open a connection to SQL Server" Seen In Process Scheduler Logs (Doc ID 2651427.1)

 When attempting to run processes in process scheduler, processes goes to queue and the following errors seen in Stdout file.

The issue can be reproduced at will with the following steps:

1. Peopletools > process scheduler > system process request.

2. Add a new run control

3. Run a sample process

4. Observe the run status once the process stuck in queued.
