System Is Sending Event Interest Notification To All Suppliers That Are Updated Or created Even If They Don't Have Self Categorization preferences (Doc ID 2651675.1)

This is only happening in Microsoft SQL server DB and starts to happen after Image#29
When updating Any information for any supplier, the "AUC_BID_SLF_CAT" will get updated, then when creating a Public Event for a category line only , system will send an Event Interest notification to any supplier in that record.

The issue can be reproduced at will with the following steps:

  1. Update any existing supplier and add an E-mail id to the contact tab (Or Any other supplier information)
  2. Create a new event and mark it as public
  3. Post that event
  4. Supplier will receive a notification of Event interest which is shouldn't since supplier doesn't have self categorization preferences to bid.
