The Form Transaction being Routed To The Original Approver After Delegation. (Doc ID 2651954.1)

After delegation is setup,the FORM transaction is been routed to the original approver instead of Proxy.

The issue can be reproduced at will with the following steps:
1. Login as Admin and Create a form
2. Setup workflow transaction for delegation
3. Configure delegation transactions
4. Login as XXXX46 delegate the form approval to XXXX42
5. Login as XXXX42 and accept delegation request
6. Login back as Admin and submit a form
7. Find the form is routed to Admin's supervisor XXXX46 and not to the proxy XXXX42.
