EPY: Payroll Distribution Issue Dollars Are Not Charged To Combination Code as Per Time Reported on Timesheet in Time and Labor

Symptoms
Payroll distribution issue dollars are not charged to the combination code as per time reported on timesheet.
When an exempt employee reports time against a combination code on the timesheet, the dollars are not charged to the project accordingly.
When we run PSPPFUND, the negative earnings are charged back to the combination codes instead of the home cost center. This is causing to nullify the net effect of charges to that combination codes.
Payroll distribution negative amounts should be charged to the combination code for REG instead of the combination code reported on the timesheet.
The issue can be reproduced at will with the following steps:
1. Pay Group is configured with the task elements on the Time and Labor page with "Combination Code"
2. Department Table does not have the "Use TL Distribution" checked on
3. Earning code entered in Time and Labor is reducing from Regular pay.
4. Load the Time and Labor entries to Paysheet which brings over the combination code entered in Time and Labor
5. Run a calculation and confirm
6. Run PSPPFUND and the negative entries from the earning code that is reducing from Regular Pay is being allocated to the same combination code that was entered in Time and Labor on PAY_ERN_DIST.
