Incorrect Encumbrance Is Getting Calculated On Purchase Order (Doc ID 2653824.1)

Goal

Why is Encumbrance on the Purchase order is showing as 500 , After Budget Checking ?

Steps:
 - Enable Commitment Control for Purchasing, Payables and General Ledger
 - Create Budget Journal for the Period

1) Create a PO with 1 line and 2 distribution lines for the Budget Account and Dept.
     - PO Distrib Line 1: Amount= 3000
     - PO Distrib Line 2: Amount= 2000

2) Budget check, approved and dispatched the PO.

3) Create 2 vouchers from that PO by using copy from PO functionality.

   a) In 1st voucher of amount=3000, used total amount of 2nd distribution line of PO i.e.2000
         - Voucher Distribution Line 1: Amount= 1000
         - Voucher Distribution Line 2: Amount= 2000

   b) Create 2nd voucher from that PO by using copy from PO functionality.
       While creating 2nd voucher add $200 extra in 2nd distribution line of voucher as compared to PO(Whole amount of distribution line 2 of PO already
used, no amount present in 2nd distribution line of PO as of now.)
         - Voucher Distribution Line 1: Amount= 1500
         - Voucher Distribution Line 2: Amount= 200

4) Budget Check both the vouchers, Expense amounts are shown correctly on PO. But encumbrance for 2nd line is incorrect.
   (It should be -200 but it is showing zero)


     a) PO Distribution Line details, Budget Information
               - PO Distribution Line 1: Encumbrance Balance= 500, Expense to Date: 2500
               - PO Distribution Line 2: Encumbrance Balance= 0, Expense to Date: 2200  

   Customer concern is it should be -PO Distribution Line 2: Encumbrance Balance should be -200 but it is showing zero)  

5) PO  Add/Update PO's is showing Encumbrance balance= 500,

   PO Activity summary page shows Merchandise Amount= 5000, Merchandise Invoice= 4700
        
 Expectation: Correct encumbrance should be 300 but it is displaying 500.
