OnBoarding Notification Does Not Send Email To EmailID Field in Template (Doc ID 2655439.1)

Symptoms

The HR_ONBOARD_NOTIFICATION email is not sent to the email address in the EmailID field. Template was updated to value SENDER = Other and EMAILID field was set to an email address for the email To. Instead the email is sent to the new hire's email address, not the email address specified in the EmailID field.

The issue can be reproduced at will with the following steps:
1. Login as administrator.
2. Navigate to PeopleTools > Workflow > Notifications > Generic Templates and open HR_ONBOARD_NOTIFICATION.
3. Select Sender = Other and enter an email address.
4. Have employee complete OnBoarding process.
5. Verify if notification email is sent to the email address specified in the template.
