Symptoms
When attempting to enroll in Fluid Enrollment using Search and Enroll,the following error occurs.

PTAI_ACTION_ITEMS.ActionItem.OnExecute Name:deleteDependents PCPC63813 Statement 1123
Called From... ... SSR_MANAGE_CLASSES.C (see attached doc for screen pic of error) and also error from app server log file
The issue can be reproduced at will with the following steps:
1. Have multiple student log in and try to enroll using Fluid Class Search and Enroll
2. Note that there is a deadlock occurring.
