Symptoms
When a correction ACA XML File, containing information for a single employee, was rejected by the IRS with the following error:

Steps to reproduce the issue:
1. Correct a single ACA Employee Transmittal Data record (Navigation: Benefits > ACA Annual Processing > Create ACA Form Data > ACA Employee Transmittal Data).
2. Create a correction ACA XML File (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
3. Transmit the files to the IRS (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
