Manage Job Openings Applicant Grid Doesn't Show Related Actions Under Group Actions And Other Actions Links When HCCPRS1040 Permission List Is Granted

Symptoms
On the Manage Job Opening > Applicant grid, the Group Actions And Other Actions links do not display any Related Actions.
The behavior occurs after applying HCM 9.2 PI33.
Users expect to see Related Actions under both of the Group Actions and Other Actions links on the Manage Job Opening Page.
The issue can be reproduced at will with the following steps:
1. Login as User with Recruiting Manager Role
2. Go to Recruiting > Manage Job Opening Page
3. Click any JO
4. In the Applicant grid below, click the Group Actions and Other Actions links
5. Result: No Related Actions are listed.
The behavior is not replicated in DEMO in the same release HCM 9.2.33 when the delivered Permission List HCCPRS1040 is assigned to the user.
