ETL9.2 - TIME_DEVICE_SCHEDULE_FULLSYNC Contains No Data, Even Though Employees Have Valid Schedules Assigned (Doc ID 2659397.1)

Symptoms

When running the TL_OUTTCD process to send data to the TCDs, the TIME_DEVICE_SCHEDULE_FULLSYNC messages are not sending data. Only the header and trailer messages can be seen. However, the employees are active in both Job and Time and Labor, and they have valid schedules assigned.


The issue can be reproduced at will with the following steps:
1. Run the TL_OUTTCD process.
2. Verify the messages on the Service Operations Monitor - only a header and trailer message are created.
