Getting Error "Attachment failed to download. (18036,10014) File not found. (18036,10012)" When Trying To View An Event Attachment That Was Previously Deleted

Symptoms
When deleting an attachment from the event header and comment page then pressing on the Cancel button instead of Okay to return to the Event main page, system will not delete the attachment correctly and it will still showing on the page , however getting error message when trying to view the attachment or even trying to re-delete it, this is a non-reversible action.
The issue can be reproduced at will with the following steps:
- Create a new event
- Add any attachment to the event header comments and attachment page
- Add event item and save the event.
- Now delete the attachment, press yes to this message: " Delete current/selected rows from this page? The delete will occur when the transaction is saved"
- Press on the Cancel button instead of Okay on the attachment page to get back to the Event main page.
- Save the event.
- Now visit the Comments and attachment page and notice that the attachment still there.
- Try to view it and get the error " Attachment failed to download. (18036,10014) File not found. (18036,10012) "
- Try again from the event workbench to view the attachment, same error.
- Try again to delete the attachment and get same error.
