After Applying HCM 9.2 PUM 33, Fluid Delegation Request Is Generating Emails With Bind Variables And Proxy Is Not Seeing Approvals In Approvals Tile.

Symptoms
There are multiple issues that are reported after implementing Fluid Delegation.
Issue #1: Delegation Request Approval did not post to the Approvals Tile of the Proxy
Issue #2: Fluid Delegation Generic email template did not resolve template variables in email generated to accept delegation.
- Template: FluidDelegationAccept
- The following templates variables do not resolve:
%3 Proxy name,
%4 Transaction Name,
%5 From Date,
%6 To Date.
- The %1 URL resolves to the Manage Delegation page which has instruction
Issue #3: URL in the Delegation Request email did not take the proxy to the approval component. It just takes to a landing page.
Issue #4: Delegator did not get an email notification after the Proxy accepted the delegation. Instead, the same FluidDelegationRequest notification was sent.
The issue can be reproduced at will with the following steps:
1. Go to Enterprise Components>Delegation>Delegation Request> Created Delegation Request as employee: KUXXX
2. Select a Proxy Emplid:KUYYY
3. Select any Delegation transaction
4. Submit Delegation requests
5. Email that goes to Delegator has template variables instead of values.
- The following templates variables do not resolve:

%6 To Date.
- The %1 URL resolves to the Manage Delegation page which has instruction
6. Log in as Proxy emplid:KUYYY.
7. Delegation Approval is not present in Approvals Tile but is present in Notification framework.
8. 8. Go to Enterprise Components>Delegation>My Delegated Authorities
9. Delegation request is also present in “My Delegated Authorities” location.
10. Click on transaction and Accept.
11. It shows that delegation request is accepted by proxy.
12. No email was send to delegator as part of this acceptance by proxy
