In the Academic Plan Table, the Year Of Program Field Does Not Accept a Value of 0.

Symptoms
Issue has been reported in Campus Solutions 9.2 PUM 16.
On the Academic Plan Table's Plan Offering/Year HESA tab, the 'Year of Program" field does not accept an entered value of 0. If the user attempts to save with a 0 entered in this field, the save is prevented with a 'Highlighted fields are required' warning message.
The stated expectation is that it should be possible to save this page when the Year of Program value is 0, since Year 0 is a valid entry for the UK education system.
The issue can be reproduced at will with the following steps:
- Navigate to Main Menu > Set up SACR > Foundation Tables > Academic Structure > Academic Plan Table >>>Plan Offering/Year HESA tab
- Input a value for all required fields on this page.
- Under the Plan Year HESA Data group box, locate the Year of Program field. If it is not already, set this value to 0.
- Attempt to save the component.
