E-Portal:Failed to load resource: The server responded with a status of 400(Bad Request) When Navigating from Portal to Content Provider Page

Symptoms
When navigating a content provider page from Ihub DB, it gives error "Failed to load resource: The server responded with a status of 400(Bad Request)" or "The current user has no authorization to access to this report".
The issue can be reproduced at will with the following steps:
1. Login to Ihub url of DMZ
2. Click Employee links.
3. Click Reimbursement -Create
4. The moment you enter the business Purpose, you get the below error:
The current user has no authorization to access to this report
