Country_fullsync's were published but the messages have blank xml.
The issue can be replicated at the following steps.
- Go to Integration Broker>Service Operation Monitor>Monitoring>Asynchronous Service Operation
- Look for Country_fullsync service operation
- Click one of the messages published and View XML
