ELM 9.2: From Fluid My Learning, View All Learning Tile, when Click a Registered Program Link, Not All Classes for the Program are Listed on the Program Progress Left Navigation (Doc ID 2665548.1)

Symptoms

From Fluid My Learning, View All Learning Tile, when click a registered Program, not all Classes for the Program are listed on the Program Progress left navigation when Classes have Restrict to Program checked.  


Steps to Replicate the Issue: 

1.  Log in as an Administrator 
2.  Create a Program with a Class with set to Restrict to Programs
3.  Rebuild the Fluid Index for Programs and Courses and Classes.
4.  Rebuild the Classic Index for Programs and Courses and Classes.
5.  Learner logs in and register for Program, then when using Employee Self Service Tile > Learning > My Learning Tile >{click link} View All Learning
     and click the Program and  click on Course, notice that the Class with Restrict to Programs is not displayed on the Program Progress left navigation.
