Symptoms
Process Payment Predictor fails with following error after applying fix for bug 29340775.
Billing interface BIIF0001 also fails in certain scenario with same error.
Replication Steps:

1: Setup payment predictor with multiple steps including algorithm #DTL_TLR and #REF. (Setup financial-> product related-> receivable->Payment Predictor Method)
2: Enter multiple items with VAT applicable business unit and customers where VAT applicability is zero for all items. ( Accounts Receivable -> Pending Items -> online pending items)
3: Enter deposit with multiple payments, some with summary references, some with detail references and some without references, some under payment and some are over payment.
Deposit is having combination of this type of payments.( Accounts Receivable -> Payments -> Online Paymens -> Regular Deposits)
4: Run payment predictor, the process fails.( Accounts Receivable -> Payments -> Apply Payments ->Request Payment Predictor)
