Bug 16398319 : SF PAYMENT APPLIER WITH RESET ID'S ON WILL NOT REAPPLY PAYMENTS FOR ALL IDS (Doc ID 2665916.1)

Symptoms

 On our 9.2 Campus solutions database we find that the payment applier option to "Select all ids" does not select all Ids. Select all ids will only select students with unapplied payments and unpaid charges and will only apply those unapplied payments.

The Reset ids option only works when SFPQPYWK is run for one student at a time.

When checking to ALL ID check box one would expect All id's would process
 
The issue can be reproduced at will with the following steps:
1. Post a charge fall term to student 1
2. Post a payment fall term to student 1
  with a payment overall priority sort 1 of Oldest term
  sort 2 charge tree node
  priority : none
3. Post identical charges and payments for 3 more students to the fall term.

4. Add a new effective date row to the payment item type
  with a payment overall priority sort 1 of Oldest term
  sort 2 charge tree node
  priority : 990
5. Post a new charge for the spring term to student 1
6. Post a new spring payment that can pay both fall and spring using the
  same item type but the new effective dated row sort 1 of Oldest term
  sort 2 charge tree node
  priority : 990
  
7. Post identical charges and payments for student 2, 3 and 4.
8. Run payment applier for the 1st student with reset id
9. Note the priority payment paid the oldest charge
10.Run payment applier for all students with reset id on.
11. Note no changes.
12 Run payment applier for the 2nd student with reset id on.
13.Note the priority payment paid the oldest charge.

Option 2:
Run the payment applier with Select all ids and Reset ids on and review the
trace file
Note that SFPQPYWK_S_EMPLID is only looking at students with an unapplied
balance AND an unpaid charge.
