Paysheets not creating for employees on Leave or Absence. 

We discovered that employees on Layoff with an EMPL_STATUS of "S" and employees on Leave in EMPL_STATUS "L" are not producing a Paysheet during the processing of PSPPYBLD.

The issue can be reproduced with the following steps:
1. Insert a row in JOB and indicate the action of "Leave of Absence"
2. Enroll the employee into an additional pay to pay the stipend
3. Run paysheet creation and it does not produce the additional pay for that employee
