E-MCF: Getting HTTP 500 Error Opening Attachment in PeopleSoft CRM

After logging into PeopleSoft CRM, the following error is seen when opening an attachment for a case.
The issue can be reproduced at will with the following steps:
1. Login to CRM application.
2. Open a case.
3. Click the attachment link.
