Symptoms
STP Prep process is setting the value of PS_GPAU_STP_HR_STG.REHIRE_DT incorrectly in the scenario when the correct date precedes the GP Pay System.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Hire a payee, move the payee to GP and other pay system multiple times
2. Process payroll
3. Run STP Prep process and observe the employment start date, it is incorrect
