Symptoms
When logging in French or Dutch from Administer Class Roster, Enroll page, the application is translating page titles starting with lower cases as opposed to English where it starts with uppercase.
The issue can be reproduced at will with the following steps:
1. Log in in French or Dutch
2. Navigate to Enterprise Learning > Learner Tasks > Administer Class Roster > Enroll a learner
3. Page titles starting with lower cases as opposed to English where it starts with uppercase
