Enrollment Drop Followed by Term Withdrawal Is Not Using Correct Adjustment Refund Policy

Symptoms
A student dropped a class on a date. The drop date is in the Academic Calendar Drop With Penalty time frame. Based on the drop date, the drop should yield a 100% refund. After dropping the class the student, requested a Term Withdrawal. The Term Withdrawal was posted with a Last Date of Attendance that is the same date the class dropped. After the Term Withdrawal the Term Withdraw Refund should be based on 75%. After recalculating tuition, the drop class is being refunded at 75% instead of 100%.
